FSSAI License in India 2026: Complete Guide for Food Businesses

An FSSAI License is mandatory for most food businesses operating in India. Issued by the Food Safety and Standards Authority of India (FSSAI), the license ensures food safety, regulatory compliance, and consumer trust. Depending on annual turnover and business activities, food businesses may require a Basic Registration, State License, or Central License.

What is an FSSAI License?

The culinary culture of India is vibrant and diverse, and the variety of Indian food is ingrained in every household. This thriving food industry includes manufacturers, traders, distributors, restaurants, caterers, and importers. However, maintaining food safety and quality is essential.

The Food Safety and Standards Authority of India (FSSAI) was established under the Food Safety and Standards Act, 2006. An FSSAI License is not merely a legal requirement; it demonstrates that a food business complies with food safety regulations and provides safe products to consumers.

Who Should Obtain an FSSAI License?

Obtaining an FSSAI License is mandatory for businesses involved in food manufacturing, processing, storage, transportation, distribution, and sale.

Manufacturers

Businesses involved in producing packaged, processed, or ready-to-eat food products must obtain an FSSAI license before marketing their products.

Traders

Food wholesalers, traders, and suppliers dealing with food products require FSSAI registration to operate legally.

Distributors

Businesses transporting food products from manufacturers to retailers or consumers need an FSSAI license.

Retailers

Grocery stores, supermarkets, and food retail outlets must obtain appropriate FSSAI authorization.

Street Food Vendors

Individuals selling food on streets, kiosks, stalls, or carts are required to register under FSSAI regulations.

Restaurants and Cafes

Restaurants, cafés, cloud kitchens, bakeries, and eateries serving food directly to consumers require an FSSAI license.

Caterers

Businesses providing food services during weddings, events, and corporate functions need FSSAI approval.

Importers and Exporters

Companies importing or exporting food products must obtain a Central FSSAI License.

Home-Based Food Businesses

Home kitchens, online food sellers, and home bakers may also require FSSAI registration depending on turnover and business scale.

Types of FSSAI License in India

The FSSAI has categorized licenses based on turnover and business operations.

Basic FSSAI Registration

Basic FSSAI Registration is suitable for small food businesses, startups, home-based food operators, street food vendors, and petty food business operators with an annual turnover of up to ₹1.5 crore.

This registration involves minimal documentation and a simplified compliance process, making it ideal for small-scale food businesses and emerging entrepreneurs.

State FSSAI License

Businesses with an annual turnover of more than ₹1.5 crore and up to ₹50 crore generally require a State FSSAI License.

This category applies to medium-sized food businesses such as restaurants, cafés, food manufacturers, distributors, cloud kitchens, wholesalers, and retailers operating within a single state. The licensing process requires additional documentation related to business operations, food safety management systems, hygiene practices, and premises details.

Central FSSAI License

Food businesses with an annual turnover exceeding ₹50 crore, as well as importers, exporters, large-scale manufacturers, e-commerce food operators, and businesses operating across multiple states, must obtain a Central FSSAI License.

The Central FSSAI License involves a more comprehensive application process, detailed documentation requirements, and enhanced regulatory scrutiny to ensure compliance with national food safety standards.

2026 Update: As per the revised FSSAI turnover criteria effective from April 2026, the Basic Registration limit has been increased to ₹1.5 crore, the State License threshold extends up to ₹50 crore, and businesses exceeding ₹50 crore turnover require a Central FSSAI License.

FSSAI Registration Process in India

Step 1: Determine the Correct FSSAI License Category

The first step in the FSSAI registration process is identifying the appropriate license category for your food business. The type of license required depends on factors such as annual turnover, nature of business activities, production capacity, and geographical area of operation. Food businesses may need a Basic FSSAI Registration, State FSSAI License, or Central FSSAI License. Selecting the correct category at the beginning helps prevent application rejections and compliance issues.

Step 2: Prepare the Required Documents

Once the appropriate license category has been identified, applicants must collect and organize all necessary documents. Common documents include identity proof, address proof, business registration certificates, photographs, food safety management plans, and details of the food products being handled. Depending on the type of business, additional documents such as import-export certificates, manufacturing licenses, or premises-related approvals may also be required. Proper documentation ensures a smooth application process and reduces delays during verification.

Step 3: Submit the FSSAI Application

After preparing the required documents, the applicant must submit the application through the Food Safety Compliance System (FoSCoS) portal. The application form must be completed with accurate business information, including the nature of food activities, business address, turnover details, and supporting documentation. It is important to review all information carefully before submission to avoid errors that could delay approval.

Step 4: Application Review and Inspection

After receiving the application, the concerned food safety authority reviews the submitted information and supporting documents. In certain cases, especially for State and Central Licenses, the authorities may conduct an inspection of the business premises to assess food safety standards, hygiene practices, infrastructure, and compliance with FSSAI regulations. If any discrepancies are found, the applicant may be asked to provide additional information or make necessary corrections.

Step 5: Grant of FSSAI License

Once the application is successfully verified and all compliance requirements have been fulfilled, the Food Safety and Standards Authority of India issues the FSSAI Registration Certificate or License. The approved business receives a unique 14-digit FSSAI license number, which must be displayed on food packaging, invoices, menus, and business premises as applicable. This license confirms that the food business complies with food safety regulations and is authorized to operate legally in India.
