Importing animals into India and transporting pets internationally will involve more than just making travel arrangements. Depending on the species of the animal, the country of origin, reason for import, and regulations of the relevant authorities, the process might also include vet certificates, import permits, quarantine check-ups, and clearance from the relevant authorities. If you own pets, are an animal breeder, importer, company, or organization working with animals, it is recommended to familiarize yourself with these requirements prior to travel/shipment to avoid documentation mistakes, possible delays, and extra costs.
PSR Compliance will be glad to help you understand what Animal Quarantine and Certification Service (AQCS) requirements are necessary, prepare your documentation, and clear the relevant procedures.
Whether you are considering bringing your pet into India, importing animals for commercial use, or need help with filling out an animal quarantine application form, getting the right information prior to the shipment is crucial.
What Is Animal Quarantine?
Quarantine of animals refers to a regulatory measure that entails the examination and control of animal movements between jurisdictions in order to minimize the risks of introduction of infectious diseases or other animal health problems. In the course of quarantine procedures, the authorized agencies may examine the animal's veterinary documentation, check the animal's identity, examine its health status, and decide whether further testing, observation, or other actions are necessary. In India, the relevant functions related to animal health and import control are carried out by the Department of Animal Husbandry and Dairying (DAHD), which operates within the Ministry of Fisheries, Animal Husbandry and Dairying. The designated AQCS centers conduct relevant quarantine and certification activities for particular categories of animals.
There are no equal conditions for all types of animals. Different conditions, permits, health certificates, and restrictions apply to dogs, cats, livestock, birds, and other animals. Also, the purpose of importation and the country of origin of the animal might play a role in this.
What Is the Animal Quarantine and Certification Service (AQCS)?
The Animal Quarantine and Certification Service (AQCS) is the governmental service responsible for designated animal quarantine and certification services in relation to international animal transport.
This includes protection of India’s animal populations from exotic and infectious animal diseases while importing animals that fulfill all the necessary criteria.
As per the case and as per the regulation, the procedure involves:
- Checking animal health certificates and related documents.
- Checking the import permits and declarations.
- Inspection of the animals upon their arrival.
- Organizing or mandating quarantine, testing, or observation where appropriate.
- Evaluating conformity with animal health and import criteria.
- Granting clearance or certification following completion of the requirements.
AQCS clearance does not replace every other permission needed for the animal transport. The importer needs to consider any import permit, wildlife-related restrictions, customs procedures, and other relevant requirements.
Therefore, it would be better to evaluate the case prior to booking the transportation/shipment.
