Every day, thousands of shipments of meat, milk, eggs, pet food, and other animal-based products arrive at Indian ports and airports. While these products serve important commercial and personal needs, they also carry a hidden risk: the danger of bringing foreign diseases into India that could devastate livestock populations and harm public health. India, with its massive agricultural economy and millions of farming families, cannot afford a single outbreak of an exotic disease like Foot and Mouth Disease, Avian Influenza, or African Swine Fever.

This is exactly where the Sanitary Import Permit (SIP) steps in. Think of the SIP as a safety checkpoint, a certificate issued by the Government of India that says: "We have checked this product, verified where it comes from, and confirmed that it meets India's health and hygiene standards." Without this permit, no livestock product is legally allowed to enter India. Whether you are a large-scale commercial importer, a small trader, or even an individual bringing back specialty food items, understanding the SIP process is essential not just to follow the law, but to protect your business, your customers, and the country.

What Is a Sanitary Import Permit (SIP)?

A Sanitary Import Permit is an official certificate issued by the Government of India under the Ministry of Agriculture. It is governed by Sections 3 and 4 of the Livestock Importation Act, 1898 a law that has been protecting Indian agriculture for over 125 years. The permit is administered by the Department of Animal Husbandry, Dairying and Fisheries (DAHDF).

Note : The SIP is NOT a licence. It is a certificate that tells the exporting country exactly what hygiene and safety conditions must be met before their animal products can enter India. It also outlines what will be checked when the shipment arrives at an Indian port.

The permit is required for all "high-risk" livestock products as listed in Notification No. SO 2666(E) dated 16.10.2014. Once approved, it is valid from three months to one year, depending on the type of product.

Who Needs a Sanitary Import Permit?

Individuals and Businesses That Must Apply

The following people and organisations MUST obtain a Sanitary Import Permit before importing animal products into India :

  • Commercial importers who buy and sell meat, poultry, dairy, or seafood products
  • Food manufacturers and processors who use animal-based ingredients in their products
  • Pet food companies importing ready-made pet food or raw animal ingredients
  • Pharmaceutical and biotech companies importing semen, embryos, ova, or animal serums for research or breeding
  • Traders importing feathers, pig bristles, bones, horns, or other animal by-products for industrial use
  • Individuals importing specialty animal products for personal use (such as bringing back certain food items from abroad)
  • Aquaculture businesses importing fish products (through designated ports only)

Note : If you are importing live animals (other than pets), you will need a DGFT (Director General of Foreign Trade) Licence in addition to or instead of an SIP. Pets (dogs and cats up to 2 in number) brought by owners returning to India are handled under a separate baggage rule process.

  • You must be engaged in the legitimate business of importing, selling, or using animal products either for trade, manufacturing, or personal use.
  • You must hold a valid Import Export Code (IEC) issued by the Directorate General of Foreign Trade (DGFT). This is a basic prerequisite for any import activity in India.
  • If the product is meant for human consumption (e.g., meat, dairy, eggs), you must also hold a valid FSSAI (Food Safety and Standards Authority of India) licence that covers your category of operation.
  • Importers of dairy products are additionally required to have an FSSAI licence under the Prevention of Food Adulteration Act, 1954.
  • You must have a legitimate business entity: individual proprietors, partnerships, private limited companies, and public limited companies are all eligible.

Step-by-Step Application Process

Phase 1 : Before Shipment (Pre-Import Steps)

Step 1 : Register on the SIP Portal

  • Go to the DAHDF website and navigate to the SIP portal
  • Click on "New Importer Registration"
  • Fill in your user ID, password, email address, IEC code, and upload your IEC document
  • Verify your mobile number via One Time Password (OTP)

Note: Each IEC can only be registered once. Use the same login for all future applications

Step 2 : Fill in the Application Form

  • Use Form A for personal consumption imports
  • Use Form B for commercial trading or marketing purposes
  • Fill in all mandatory fields: product details, quantity, country of origin, exporter details, expected arrival date, and port of entry
  • Upload all supporting documents including catalogue, COA, and FSSAI licence copy

Step 3 : Pay the Application Fee

  • Pay Rs. 300 per SIP application through the online payment gateway on the portal
  • Keep the payment receipt for your records

Step 4 : Risk Analysis by Authorities

  • The Trade Division of DAHDF reviews your application
  • A detailed import risk analysis is conducted using internationally recognised scientific standards
  • The analysis checks if the product or disease status of the exporting country poses any risk to India's animal or human health
  • If risk is found to be unacceptable, the application is rejected

Step 5 : Receive Your SIP

  • Once approved, the permit is uploaded to the SIP portal (available for one-time printing only)
  • If there are document deficiencies, you will receive an email on your registered ID log in and upload the missing documents
  • Total processing time: typically 8 to 12 working days

Phase 2 : At the Time of Arrival

  • Notify the AQCS station at your designated port at least 7 days before the livestock arrives (for live animals)
  • The AQCS officer will inspect the official health documents, physical condition of the consignment, and verify all paperwork
  • Samples may be collected for laboratory testing

Based on risk assessment, the consignment gets one of three outcomes:

  • Immediate Clearance all documents in order, product meets standards
  • Provisional Clearance pending test results, product held under supervision
  • On Hold at Port for consignments needing further verification

Phase 3 : Post-Arrival Compliance

  • After clearance, the importer must follow any post-import quarantine or testing requirements specified in the SIP
  • For live animals, a quarantine observation period is mandatory as prescribed in the health protocol
  • Final clearance is issued only after all post-import requirements are fulfilled

Penalties for Non-Compliance

Failing to comply with SIP regulations is a serious legal matter. The consequences can be financially devastating and may permanently affect your ability to import into India.

What Happens to Non-Compliant Consignments

ViolationConsequence
Arriving without a valid SIPConsignment is held at the port and may not be released
Health certificate does not meet Indian standardsConsignment is returned to origin country at importer's cost (deportation)
Product found to pose a health riskConsignment is destroyed at importer's cost
Misrepresentation of product detailsSIP is cancelled without prior notice; possible legal action
Violation of post-import quarantine rulesImport permit cancelled; future permits may be refused

Products that fail laboratory testsDestruction or reshipment ordered by AQCS

Key Points to Remember About Penalties

  • If an importer violates any rules or regulations, the import permit can be cancelled by the authorities WITHOUT any prior notice or information to the importer
  • All costs related to deportation, destruction, testing, disinfection, and storage are borne entirely by the importer not the government
  • Consignments auctioned without AQCS clearance are in violation of the law
  • Any attempt to import products banned due to Avian Influenza or other disease outbreaks can lead to immediate seizure and legal action

Quick Pre-Shipment Checklist for Importers

  • Confirm your product requires an SIP (check the high-risk product list)
  • Verify your chosen entry port is authorised for your product type
  • Ensure your SIP is valid and the permitted quantity covers this shipment
  • Confirm the exporting country is not under any disease-related import ban (e.g., Avian Influenza)
  • Check that all product details (batch number, quantity, description) match across the COA, health certificate, and shipping documents
  • Ensure the official health certificate is signed by an official government veterinarian of the exporting country
  • Verify the health certificate explicitly states the product is free from all diseases listed in India's import protocol
  • Keep original health documents and SIP ready for presentation on arrival
  • If you are not personally handling the customs process, issue a proper authorisation letter to your agent
  • Ensure the product does not contain beef or beef by-products

Special Situations and Restrictions

Avian Influenza (Bird Flu) Restrictions

India maintains strict restrictions related to Avian Influenza (AI). The following are permanently banned from all countries :

  • Wild and domestic birds (excluding poultry and captive birds)
  • Unprocessed meat and meat products from wild birds (except poultry)
  • Semen of domestic and wild birds (except poultry semen)

From countries reporting Avian Influenza, additional items are banned, including live poultry, day-old chicks, hatching eggs, unprocessed feathers, live pigs, pathological material from birds, and egg products (except SPF eggs).

Note : Processed poultry meat from AI-affected countries may be allowed after satisfactory conformity assessment. Processed pet food containing poultry or pork ingredients is also allowed.

Re-Import of Products

If a consignment that was exported from India is being returned (re-imported), AQCS will consider the following before granting clearance :

  • Reason for re-import
  • What other products were in the same carrier
  • Whether the product was loaded or unloaded at any point en route
  • Remaining shelf life of the product
  • How long the product spent in the importing country
  • Storage conditions in the other country
  • Health condition of the consignment
  • Disease status of the country from which it is being re-imported

Auction of Confiscated Goods

Auction of livestock or livestock products held at ports is NOT recommended by AQCS. Such consignments can carry exotic diseases, harbour dangerous microorganisms, and pose serious risks to animal and human health. AQCS clearance is mandatory before any such action.
