MPEDA classifies exporters into four main categories. Your category decides which documents you need and which rules apply to you.
A manufacturer exporter is someone who owns or leases an approved processing plant or handling facility. Even if you are leasing the facility rather than owning it, you are still classified as a manufacturer exporter. You must declare yourself as "MT" in your MPEDA application.
A merchant exporter does not own a processing plant or handling facility. Instead, they use the surplus capacity of someone else's MPEDA-approved plant. They must declare themselves as "ME" in the application. Important rule: a merchant exporter cannot sign agreements with more than one processing plant for surplus capacity at the same time.
These are exporters who export marine products that were originally handled by a Manufacturer Exporter (MT) or Merchant Exporter (ME). MPEDA grants this registration only to entities that hold a certificate of approval from the DGFT (Director General of Foreign Trade). Entities that qualify include Export Houses, Trading Houses, Star Trading Houses, and Superstar Trading Houses.
These exporters deal exclusively in live ornamental or aquarium fish and aquatic plants. They must declare themselves as "OF" in the MPEDA application. Important rule: ornamental fish exporters are not permitted to export live marine products meant for human consumption.

The MPEDA Catch Certificate is a special document required when exporting certain fish products, particularly to the European Union. It proves that the marine product was legally caught, following international conservation rules.
The certificate contains details like the fishing vessel's name, the area where the fish was caught, the type of fishing gear used, and the date of the catch.
Its main purpose is to fight IUU fishing Illegal, Unreported, and Unregulated fishing, which is a global problem. Without this certificate, the EU customs authorities will block your shipment from entering the country. Before anything else, figure out which type of exporter you are, Manufacturer (MT), Merchant (ME), Route Through Merchant, or Ornamental Fish (OF). Your category determines your documents, fees, and rules.
Go to the official MPEDA website (mpeda.gov.in) and click on the "Registration" tab. Download the correct application form for your category. Pay the initial form fee of ₹200 to access it.
Collect all the documents listed for your category. Scan them into clear digital copies. Make sure all documents are up to date and complete. Incomplete applications are a major cause of delays.
Fill out every section of the application form. Do not leave anything blank. Declare your exporter type accurately (MT, ME, OF, etc.). Double-check all information before proceeding.
Create an account on the e-MPEDA portal. Upload the completed application form along with all scanned documents. You can also submit in person at your nearest MPEDA regional office if needed.
Pay the government registration fee of ₹5,000 online through the portal using a debit card, credit card, or net banking. Keep the payment reference number safe.
After submission, MPEDA officials will review your application and verify all documents. For processing plant registrations, an officer may visit your facility for a physical inspection to check if it meets MPEDA's infrastructure and hygiene standards. This verification usually takes 7 to 10 working days.
If everything is in order and the verification is successful, MPEDA will issue your registration certificate. You can download it from the portal, or it may be sent to your registered email and postal address.
After receiving your MPEDA certificate, you must also obtain EIA (Export Inspection Agency) approval. This is done by submitting a copy of your MPEDA certificate along with the applicable fee to the relevant authority. This is mandatory before you begin actual export operations.
Your MPEDA registration certificate is valid for three years from the date of issue. This applies to both manufacturer exporters and merchant exporters.
You must apply for renewal before the expiry date. Submit a renewal application with updated documents and the prescribed fee.
Late renewal attracts a penalty. If you do not renew at all, your license is cancelled. Once cancelled, you are legally prohibited from exporting marine products. This can cause your shipments to be stopped at customs, which leads to massive financial losses.
Never let your MPEDA certificate expire without renewal. Set a reminder at least 60 days before the expiry date.
Getting registered is just the beginning. After you receive your MPEDA certificate, you must maintain certain standards every day to keep your registration valid and avoid penalties.
Your processing unit must strictly follow the HACCP (Hazard Analysis and Critical Control Points) plan. MPEDA officers may conduct surprise inspections to verify compliance.
You must maintain detailed records for every consignment from the source of the raw material all the way to the final shipment. This includes temperature logs, quality inspection records, and batch details.
You must submit periodic reports to MPEDA about the quantity and value of marine products you have exported.
The quality of your product must consistently meet the standards set by MPEDA and the importing country. Any drop in quality can lead to rejection of shipments, which can trigger an MPEDA inspection.
