India is one of the fastest-growing markets for electronic products in the world. Millions of mobile phones, laptops, LED lights, power banks, televisions, and other gadgets are either manufactured in India or imported from countries like China, South Korea, Taiwan, and Vietnam every year. However, not all of these products are safe. Many low-cost electronic items can catch fire, cause electric shocks, damage other appliances, or stop functioning within a short period. Without proper quality checks, Indian consumers are exposed to significant safety risks, while businesses may face substantial financial and legal consequences.

This is where the Bureau of Indian Standards (BIS) plays an important role. BIS is India’s national standards body responsible for establishing quality and safety requirements for products. Under the Compulsory Registration Scheme (CRS), manufacturers and importers intending to sell electronic and IT products in India must have their products tested and registered with BIS before entering the market. BIS certification acts as a mark of quality assurance, indicating that a product has been tested, is safe for use, and complies with applicable Indian standards. Without this certification, a product cannot be legally manufactured, imported, or sold in India. This guide provides a comprehensive overview of BIS certification, including who requires it, the products covered under the scheme, the registration process, the necessary documentation, and the consequences of non-compliance.

What is BIS Certification?

BIS stands for Bureau of Indian Standards. It is India's national standards organisation, established under the BIS Act, 2016. BIS creates and enforces quality and safety standards for hundreds of products sold in India from steel to toys to electronics.

BIS Certification is an official approval that confirms your product meets the relevant Indian Standard (IS). Each product type has its own Indian Standard number (for example, IS 13252 for IT equipment, IS 616 for audio/video appliances). Once your product passes testing at a BIS-approved lab and you complete the registration process, BIS issues a Certificate of Registration. Your product can then carry the BIS Standard Mark and a unique R-number on its packaging.

Note : BIS certification is NOT optional. It is a legal requirement for all electronic and IT products notified under the CRS scheme. Selling without it is a criminal offence under the BIS Act, 2016.

What Is the Compulsory Registration Scheme (CRS)?

The Compulsory Registration Scheme (CRS) was launched in 2012 by the Ministry of Electronics and Information Technology (MeitY) in partnership with BIS. It specifically covers electronic and IT products.

Under CRS, manufacturers and importers must :

  • Get their product tested at a BIS-approved or NABL-accredited laboratory in India.
  • Register with BIS before the product is manufactured, imported, or sold in India.
  • Display the Standard Mark (BIS logo) and a unique R-number on the product and its packaging.
  • Renew their registration every 2 years and continue to comply with safety standards.

Unlike the ISI Mark Scheme (which requires a factory inspection), CRS is based on self-declaration of conformity supported by third-party lab test reports. This makes it faster and less complex but the responsibility for quality lies with the manufacturer.

Who Needs BIS Certification?

BIS CRS registration is mandatory for the following :

1. Indian Manufacturers

Any company or person manufacturing electronic or IT products within India that fall under the notified CRS product list must obtain BIS registration before they can sell the product anywhere in India.

2. Foreign Manufacturers / Exporters

If a company located outside India (in China, South Korea, Taiwan, USA, etc.) wants to sell or export their electronic products to India, they must get BIS CRS registration. They must appoint an Authorised Indian Representative (AIR) who handles all communication and paperwork with BIS on their behalf.

3. Brand Owners (OEM / ODM Models)

If you own a brand and get your products manufactured by someone else (OEM or ODM model), the BIS licence is issued in the manufacturer's name. Brand owners cannot apply independently, the actual manufacturer must be listed on the application.

Who CAN ApplyWho CANNOT Apply Independently
Indian ManufacturersImporters / traders
Foreign Manufacturers (via AIR)Distributors or retailers
Brand owners (with manufacturer's consent)Agents without manufacturer's authorisation

Eligibility Criteria for BIS CRS Registration

To be eligible for BIS CRS registration, the applicant must meet all of the following conditions :

Step-by-Step Process to Get BIS CRS Registration

Step 1 : Identify Your Product's Indian Standard (IS)

Before anything else, find out which Indian Standard number applies to your product. Each product category under CRS has a specific IS number. You can find this on the official BIS CRS portal at www.crsbis.in. If you are unsure, consult a BIS-certified compliance consultant.

Step 2 : Get Your Product Tested at a BIS-Approved Lab

Send product samples to a BIS-recognised and NABL-accredited testing laboratory in India. The lab will test the product against all safety and performance parameters defined in the relevant Indian Standard. Test reports typically take 15 to 30 working days.

Important rules for the test report :

  • The test report must be issued only in the name of the applicant (manufacturer).
  • It must mention the full name and address of the manufacturing unit.
  • All critical components used in the product must be declared and tested.
  • The test report must not be older than 90 days when the application is filed with BIS.

Step 3 : Create Your Account on the BIS Portal

Go to www.crsbis.in. Register your company by filling in basic details. For foreign manufacturers, the Authorised Indian Representative (AIR) registers on the portal on behalf of the foreign company.

Step 4 : Prepare and Upload All Documents

Fill in BIS application Forms VI and VII (available on the BIS website). Attach all required documents (see Documents Required section below). Ensure all documents are complete and accurate before submission incomplete applications cause rejections and delays.

Step 5 : Submit the Application Online

Upload the completed application and all supporting documents on the BIS portal. Pay the applicable application fee online. After online submission, physical hard copies of documents must be submitted to the BIS office within 15 days.

Step 6 : BIS Review and Scrutiny

BIS officials will review your application, test reports, and supporting documents. If any information is missing or unclear, BIS will send a query. You must respond within the given time frame with the requested clarification or additional documents.

Step 7 : Grant of BIS CRS Certificate

If everything is in order, BIS grants the Certificate of Registration within approximately 15 days of receiving the complete application. Along with the certificate, BIS assigns a unique R-number, which must be printed on the product and its packaging.

Step 8 : Ongoing Compliance After Certification

Getting the certificate is not the end. You must continue to comply :

  • Periodically test products to confirm they still meet safety standards.
  • Maintain all compliance records and documents.
  • Renew the certificate before the 2-year validity period ends.
  • Inform BIS if there are any significant changes to the product design or manufacturing location.

Benefits of Getting BIS CRS Certification

1. Legal Right to Sell in India

Without BIS certification, your product cannot legally be manufactured, imported, or sold in India. With the certificate, you have full legal clearance to operate across all Indian states and on all major e-commerce platforms like Amazon and Flipkart.

2. Faster Customs Clearance

A valid BIS CRS registration prevents imported goods from being stopped or held at Indian customs. This means faster shipment clearance and uninterrupted supply to your customers.

3. Consumer Trust and Brand Value

The BIS Standard Mark tells consumers: this product is safe and tested. In a market full of cheap, substandard electronics, having a BIS mark makes customers more likely to choose your product.

4. Avoidance of Heavy Penalties

Selling uncertified products can lead to massive fines, seizure of goods, cancellation of import licences, and even imprisonment under the BIS Act, 2016. Certification keeps you legally protected.

5. Advantage in Government Tenders

BIS-certified products are preferred and often mandatory in government procurement. If you want to supply electronics to government bodies, schools, hospitals, or public institutions, BIS certification is essential.

6. Competitive Edge in the Market

With BIS certification, you can sell on premium platforms, access institutional buyers, and bid for large contracts opportunities competitors without certification simply cannot access.

7. Alignment with International Standards

Indian standards under CRS are often harmonised with international standards like IEC (International Electrotechnical Commission). BIS-certified products frequently meet global quality benchmarks, making it easier to sell in other markets too.

Post-Approval Requirements and Compliance

  • Getting certified is only the beginning. After receiving your BIS CRS Certificate :
  • Display the BIS Standard Mark and unique R-number on every unit of the product and its packaging.
  • Maintain a compliance record and keep all test reports, declarations, and correspondence with BIS for at least 3 years.
  • Conduct periodic self-testing of products to ensure ongoing compliance with the applicable Indian Standard.
  • Renew the certificate every 2 years before the expiry date. Late renewal may result in cancellation.
  • If you make any significant changes to the product design, components, or manufacturing location, inform BIS and retest if required.
  • If you add new product models under the same registration, file an amendment application.

Warning

  • If BIS finds that a certified product no longer meets the required standards through market surveillance or complaints it can cancel your certificate and prohibit you from selling the product.

Penalties for Non-Compliance

Selling or importing electronic products without BIS registration is a serious offence under the BIS Act, 2016. The consequences include :

ViolationPenaltyOther Consequences
Selling notified product without BIS registrationFine up to Rs. 2 lakh or 2x the value of goods (whichever is higher)Seizure and destruction of goods
Manufacturing without registrationFine up to Rs. 2 lakh + imprisonmentBusiness shutdown order
Using false BIS mark or R-numberFine up to Rs. 5 lakh + imprisonment up to 2 yearsCriminal prosecution
Non-compliance at customsGoods held or re-exported at importer's costImport licence cancellation
Selling after certificate cancellationFine and possible prosecutionBlacklisting

Common Challenges in Getting BIS Certification

Wrong Standard Identification

  • Applying under the wrong IS number is one of the most common errors. Always verify the exact standard applicable to your product category before sending samples for testing.

Outdated Test Reports

  • The test report becomes invalid after 90 days. If your application is delayed, you may need fresh testing adding cost and time.

Incomplete Documentation

  • Missing even a single document can cause rejection or significant delays.

Foreign Manufacturer Challenges

  • Coordinating documentation between a foreign manufacturer and an Indian AIR can be complicated, especially with language barriers or time zone differences.

Multiple Models

  • If you are registering multiple product models, each model may need separate test reports. Managing this across different labs and timelines is complex.

Regulatory Updates

  • BIS periodically updates standards. Manufacturers must monitor changes to ensure their certifications remain valid.

Tips for a Successful BIS Application

  • Start early, the entire process (testing + application + approval) can take 45 to 75 days. Plan well before your product launch date.
  • Verify the correct Indian Standard for your product before sending samples for testing. An incorrect IS number wastes time and money.
  • Ensure test reports are not older than 90 days when you file the application.
  • Double-check all documents for completeness before submission. Incomplete applications are the leading cause of delays.
  • Hire a BIS compliance consultant if you are doing this for the first time or if you are a foreign manufacturer, the process has many technical details.
  • Monitor BIS notifications regularly, as standards can change and your renewal may require testing against an updated IS.
  • Keep copies of all correspondence with BIS, test reports, and certificates for at least 3 years.

Conclusion

BIS Certification for Electronic Products is not just a regulatory checkbox, it is your gateway to India's massive and growing electronics market. Whether you are an Indian manufacturer building the next great gadget, or a foreign exporter wanting to reach 1.4 billion consumers, BIS CRS registration is your first and most important step.

The process, while detailed, is straightforward when you follow each step carefully: identify the right Indian Standard, get your product tested at a BIS-approved lab, prepare complete documents, and file a clean application. Once certified, maintain compliance, renew on time, and keep your records in order.

India's quality control regime for electronics is getting stricter every year. Products without BIS certification face customs holds, marketplace delisting, heavy fines, and criminal liability. BIS-certified products, on the other hand, earn consumer trust, market access, and a clear competitive advantage.
