The export of some chemicals, materials, equipment, software, technologies, and other controlled items from India not only involves an ordinary export arrangement but may also require obtaining the required authorisation if the item belongs to the SCOMET list.
SCOMET License is one of the terms used in describing the compliance process in relation to SCOMET-controlled exports. This requirement may involve obtaining SCOMET export authorization from the competent licensing authority.

What Is SCOMET License?
SCOMET stands for Special Chemicals, Organisms, Materials, Equipment and Technologies. The regime controls certain goods which can be used for both civilian and military purposes. All goods in such vast areas of activity cannot be covered by SCOMET automatically. The SCOMET category itself, technical characteristics, related notes, end use, etc., should be considered to conclude on the necessity of obtaining any kind of authorization.
In this regard, the most recent version of the SCOMET regime should be compared with the respective DGFT notification and the list available at the time, since the Government updates Appendix 3 from time to time. The DGFT Notification No. 31/2025-26 dated 23 September 2025 amended the list of the SCOMET regime. The revised list will become operative after the transition period.
