If you manufacture, import, or sell electronic products in India, you must have a certification called BIS CRS Registration before your product can legally enter the market. BIS stands for Bureau of Indian Standards, which is India's national standards body set up under the BIS Act, 2016. CRS stands for Compulsory Registration Scheme, a government programme that makes sure electronic and IT products meet basic safety and quality standards before reaching Indian consumers. Without this registration, your product cannot be sold, listed on e-commerce platforms like Amazon or Flipkart, or even cleared through customs. Ignoring it means fines, shipment seizures, and possible legal action.

The good news is that the BIS CRS registration process is fully online and follows a clear structure. You get your product tested at a BIS-recognised laboratory, prepare the required documents, submit your application on the official BIS CRS portal, and receive your registration certificate once everything is verified. This guide covers everything you need to know, from eligibility and documents to fees, timelines, penalties, and post-approval responsibilities, written in plain, simple language so anyone can understand and act on it.

What is BIS CRS Registration?

The Bureau of Indian Standards introduced the Compulsory Registration Scheme to protect Indian consumers from unsafe or substandard electronic goods. The Ministry of Electronics and Information Technology (MeitY) first notified this scheme in October 2012 for electronic and IT products, and it has been expanded over time to cover more product categories.

Under this scheme, no person is allowed to manufacture, store, import, sell, or distribute a notified product unless it conforms to the Indian Standard specified for that product and carries the BIS Standard Mark along with a unique Registration Number (R-number). The registration is granted based on self-declaration of conformity, meaning the manufacturer declares that the product meets the required standard, backed by a test report from a BIS-recognised lab.

Who Needs BIS CRS Registration?

Indian Manufacturers

Any Indian manufacturer producing products notified under the Compulsory Registration Scheme must register those products with BIS before selling them in India.

Foreign Manufacturers / Importers

Foreign manufacturers who want to sell their products in India must also obtain BIS CRS registration. They must appoint an Authorised Indian Representative (AIR) to manage the registration process on their behalf.

Brand Owners and Distributors

If you sell products under your brand name but get them manufactured by someone else, you still need BIS CRS certification for those products.

Key Rule to Remember

  • Separate registrations are required for each product manufactured at different locations.
  • Different brand names for the same product require separate applications (unless both brands are owned by the same entity).

Which Sectors and Products Require BIS CRS Registration?

The Compulsory Registration Scheme currently covers 81 products notified by five different ministries of the Indian Government. These products are grouped into five broad categories:

Step-by-Step BIS CRS Registration Process

The entire process is online through the official BIS CRS portal at crsbis.in. Here is how it works:

Step 1: Check Whether Your Product Needs CRS Registration

  • Visit the BIS CRS portal or consult the official gazette notifications to confirm if your product falls under the Compulsory Registration Scheme.
  • Check which Indian Standard applies to your product.

Step 2: Create Login Credentials on the BIS CRS Portal

  • Register on the CRS portal by providing your manufacturing unit address, applicant name, contact details, and AIR details (for foreign manufacturers).
  • Foreign manufacturers must appoint an AIR before this step.

Step 3: Generate a Test Request

  • Create a test request for your product on the portal.
  • Select a BIS-recognised laboratory from the list.
  • After submitting product details, a QR code will be generated for sample tracking purposes.

Step 4: Affix QR Code and Send Sample to Lab

  • Affix the generated QR code to the product sample.
  • Send the sample to the selected BIS-recognised laboratory.
  • Labs typically complete testing within 30 days and issue a test report based on the relevant Indian Standard.

Step 5: Prepare All Required Documents

  • Gather all required documents listed above.
  • Ensure everything is accurate, properly signed, and consistent with the test report.

Step 6: Submit Application Online

  • File the complete application on the BIS CRS portal along with the test report and all supporting documents.
  • For foreign manufacturers, hard copies of documents must also be sent to the BIS office within 15 days of online submission.

Step 7: BIS Reviews the Application

  • BIS officials examine the application, verify product test results, and review all documents for completeness and conformance with the Indian Standard.
  • If any information is missing or unclear, BIS will raise a query on the portal.
  • You must respond to queries within the specified timeframe.

Step 8: Grant of Registration Certificate

  • Once BIS is satisfied that everything meets the required standards, it issues the Registration Certificate.
  • This certificate includes details such as the scope of the licence, registration number, brand name, model number, validity period, and the applicable Indian Standard.

Step 9: Mark Your Product

  • After receiving the certificate, you must display the BIS Standard Mark along with the unique Registration Number (R-number) and the applicable Indian Standard number on the product, its packaging, or both.

  • If you change the location of your manufacturing unit, you must inform BIS and submit an address change request.

Licence Cancellation

  • If a product is found to not conform to the Indian Standard during surveillance testing, BIS can cancel the registration licence for that product.

Penalties for Non-Compliance

Not following BIS CRS Registration rules has serious consequences under the BIS Act.

What Can Happen If You Do Not Have BIS CRS Registration

  • Product seizure: Your goods can be confiscated at customs or from the market.
  • Heavy fines: Monetary penalties for selling non-compliant products.
  • Ban on sales: You may be banned from selling the product in India.
