If you are a manufacturer, importer, brand owner, e-commerce player, or a business that deals with plastic packaging in Delhi NCR, you must follow the Extended Producer Responsibility (EPR) rules under the Plastic Waste Management Rules, 2016.
From 2026 onwards, the Central Pollution Control Board (CPCB) made EPR compliance mandatory for all businesses using plastic packaging—whether it’s food packaging, product packing, bottles, jars, wrappers, courier packaging, or any other form of plastic.

The Plastic Waste Management Rules divide plastic into different categories:

The first step is to determine whether your business falls under Producer, Importer, Brand Owner (PIBO), manufacturer, or plastic waste processor category. Correct categorization is important because CPCB compliance obligations differ for each entity.
Prepare all required business documents including GST certificate, PAN, CIN, import details, product information, and plastic packaging data. Businesses must also calculate the quantity and category of plastic introduced into the market.
Visit the official CPCB EPR portal and create your business login account. The portal requires company details, contact information, GST verification, and authorized signatory details.
After login, complete the online application form carefully. Enter packaging details, plastic category information, annual sales quantity, recycling targets, and operational information accurately.
Upload all supporting documents including KYC documents, packaging details, agreements with recyclers, and waste management plans. Incorrect or unclear documents may delay approval.
Once the application is submitted, CPCB officials review the application and verify the details. In some cases, clarification or additional documents may be requested.
After successful verification, the CPCB issues the EPR Registration Certificate. Businesses can then legally operate and sell products using plastic packaging in India.
After registration, businesses must continue annual EPR filings, maintain recycling targets, and submit compliance reports regularly to avoid penalties.
Under the Environment (Protection) Act, the following penalties apply:
₹50,000 to ₹5,00,000 depending on plastic quantity.
For repeated violations.
Amazon, Flipkart, etc. delist non-compliant sellers.
Notices from CPCB or DPCC (Delhi Pollution Control Committee).
Delhi NCR is a high-surveillance zone for pollution control.
