To protect public health and ensure medicines are handled safely, every such business must be licensed and regulated under the Drugs and Cosmetics Act, 1940 and the Drugs and Cosmetics Rules, 1945.

A Drug License is an official authorization issued by the licensing authority that permits a business to manufacture, stock, distribute, sell, or supply pharmaceutical products legally. It confirms that the applicant's premises, storage conditions, and qualified personnel meet the safety and quality standards prescribed under the Drugs and Cosmetics Act and Rules.
In Tamil Nadu, drug licenses for sale (retail and wholesale) are issued by the State Licensing Authority, functioning under the Tamil Nadu Food Safety and Drugs Administration Department (the state's Drugs Control Department), headed by the Drugs Controller, with Assistant Directors of Drugs Control operating at the zonal level.
Manufacturing licenses for certain categories — such as vaccines, sera, blood products, and large-volume parenterals — fall under the Central Licensing Authority (CDSCO), while manufacturing of most other drugs is licensed at the state level.
A Drug License is required for any business involved in the sale, storage, or distribution of medicines, including:

The type of license — and the form used to apply for it — depends on the nature of the business.
Most retail pharmacies apply for both Form 20 and Form 21 together, and most wholesale distributors apply for both Form 20B and Form 21B, since a typical pharmacy stocks both categories of drugs.

Per Tamil Nadu Drugs Control Department guidelines:
• 10 square metres minimum carpet area if applying for retail only (Form 20 & 21) or wholesale only (Form 20B & 21B).
• 15 square metres minimum carpet area if applying for combined retail and wholesale (Form 20, 21, 20B & 21B) at the same premises.

→ Blueprint/layout plan of the premises, signed by a licensed engineer
→ Registered Pharmacist's registration certificate (for retail license) or Competent Person's qualification documents (for wholesale license)
→ Purchase bill for the refrigerator/air conditioner installed at the premises
→ Declaration under Rule 62B(2)(II) covering the applicant's occupation/trade for the preceding three years
→ A self-addressed envelope with the prescribed postal stamp affixed
→ Court fee stamp on the covering letter to the Assistant Director of Drugs Control
Before submitting the application, gather and verify all the necessary documents related to your business, premises, and qualified personnel. These typically include business registration certificates, identity and address proofs, premises ownership or rental documents, GST registration (if applicable), qualification certificates of the competent person or registered pharmacist, and other supporting documents prescribed by the licensing authority. Ensuring that all documents are complete and accurate helps avoid delays during the verification process.
Submit your application through the Tamil Nadu e-Sevai Portal or the Tamil Nadu Single Window Portal. Choose the appropriate application form based on the type of license you require—Form 20/21 for a retail drug license or Form 20B/21B for a wholesale drug license. Upload all the required documents and carefully fill in the application details before submission.
After completing the application form, pay the applicable government fee through the online payment system available on the portal. Ensure that the payment is successful and keep the payment receipt for future reference, as it may be required during the verification process.
Once the application is submitted, the Assistant Director of Drugs Control of the concerned zone reviews the application and verifies the submitted documents. If any information is missing or incorrect, the authority may request additional documents or clarification before proceeding with the application.
After successful document verification, a Drug Inspector visits the business premises to assess compliance with the Drugs and Cosmetics Act and Rules. During the inspection, the officer verifies the minimum area requirements, storage conditions, refrigeration facilities (where applicable), cleanliness, infrastructure, and overall compliance with prescribed standards.
If the documents and premises meet all regulatory requirements, the licensing authority issues the Drug License in the applicable form—Form 20/21 for retail licenses or Form 20B/21B for wholesale licenses. In most cases, applications are processed within approximately 30 days from the date of submission, provided all documents are complete and no deficiencies are found during verification or inspection.
Government fees vary by license type and drug category, and are subject to periodic revision. As a general reference point used across states, retail licenses often start from roughly ₹3,000 per form, with wholesale and manufacturing licenses attracting higher fees. Tamil Nadu's exact current fee schedule should always be verified on the official Drugs Control Department / e-Sevai portal at the time of application, since these figures change from time to time.

Following an amendment to Rule 63 of the Drugs and Cosmetics Rules, drug licenses (Form 20/21 and 20B/21B) issued in India are now perpetual — they no longer expire after a fixed term and don't need to be renewed from scratch every few years. However, license holders must:
