Running a bakery is one of the most loved small businesses today. Whether it's a home bakery in Faridabad, a commercial bakery in Gurugram, a cake shop in Delhi, or a cloud kitchen bakery in Noida, every bakery must follow one basic rule:
You must have an FSSAI License before selling bakery products.
In Delhi NCR, food safety rules are becoming stricter due to increasing demand, online food delivery platforms, and growing consumer awareness regarding food hygiene and safety. This guide explains everything about obtaining an FSSAI License for bakeries in Delhi NCR and Haryana, including eligibility, documents, fees, registration process, renewal requirements, and compliance obligations.
FSSAI stands for the Food Safety and Standards Authority of India. It regulates food safety standards and ensures that food products sold in India meet hygiene and quality requirements.
Every bakery, regardless of size, must obtain an FSSAI Registration or License because bakery products are categorized as processed food items.
You need an FSSAI License if you manufacture or sell:
Cakes
Pastries
Bread and buns
Cookies and biscuits
Donuts
Chocolates
Ready-to-eat baked snacks
Yes. If you sell bakery products through:
Zomato
Swiggy
Blinkit
Zepto
Instagram

an FSSAI License is mandatory.
Any food business operator involved in bakery activities must obtain an FSSAI Registration or License.
Small-scale baking businesses operating from residential premises and accepting custom cake, cookie, or dessert orders.
Bakery shops, cafés, patisseries, and retail bakery outlets selling directly to customers.
Delivery-only bakery businesses operating through food delivery platforms without dine-in facilities.
Businesses supplying bakery products in bulk to retailers, supermarkets, restaurants, hotels, and distributors.
Businesses operating from rented commercial kitchens, co-working kitchens, or food incubation centers.
The Food Safety and Standards Authority of India (FSSAI) revised the turnover criteria for food businesses effective from 1 April 2026. Under the new framework, bakeries are categorized into Basic Registration, State License, and Central License based on their annual turnover and operational scale. Choosing the correct license category is important to ensure legal compliance and avoid regulatory issues.
Basic FSSAI Registration is suitable for small-scale bakery businesses, including home bakeries, startup bakery ventures, individual cake makers, and small food entrepreneurs. If your bakery operates on a limited scale and generates an annual turnover of up to ₹1.5 Crore, you can apply for Basic FSSAI Registration. This registration is ideal for businesses that primarily serve local customers and have minimal production capacity.
A State FSSAI License is required for commercial bakeries, café bakeries, cloud kitchens, retail bakery outlets, and growing bakery chains operating within a single state. If your bakery's annual turnover exceeds ₹1.5 Crore but remains up to ₹50 Crore, you must obtain a State FSSAI License. This license is commonly required for established bakeries in Delhi, Noida, Ghaziabad, Gurugram, Faridabad, and other NCR regions that serve a larger customer base and operate with higher production volumes.
The Central FSSAI License is mandatory for large bakery manufacturers, export-oriented bakery units, businesses operating in multiple states, and large-scale food processing companies. Bakeries with an annual turnover exceeding ₹50 Crore are required to obtain a Central FSSAI License. Additionally, businesses involved in import-export activities, e-commerce food operations across multiple states, or large manufacturing facilities may also require a Central License regardless of turnover, depending on their business activities and regulatory requirements.

Before applying, identify whether your bakery falls under Basic Registration, State License, or Central License. This depends on your annual turnover, production capacity, and business structure.
Choosing the correct category helps avoid delays and application rejections.
Prepare all required documents such as identity proof, address proof, business registration documents, kitchen layout, water testing report, and equipment details.
Accurate documentation improves approval chances and speeds up processing.
The application is filed through the Food Safety Compliance System (FoSCoS) using Form A or Form B, depending on the license category.
Applicants can submit the application themselves or seek professional assistance from compliance experts.
For State and Central Licenses, the Food Safety Officer (FSO) may conduct an inspection of the bakery premises.
The inspection generally focuses on:
Food hygiene practices
Cleanliness of kitchen areas
Storage arrangements
Water quality
Employee hygiene standards
After successful verification and approval, the FSSAI License is issued electronically through the FoSCoS portal.
The license can be downloaded and printed for display at the business premises.
Every bakery must prominently display its FSSAI License Number at:
Bakery outlet
Production facility
Packaging labels
Online food delivery listings
This helps build customer trust and ensures regulatory compliance.
Operating with a valid FSSAI License protects your bakery from penalties and legal complications.
Customers are more likely to purchase from bakeries that display a valid FSSAI License.
Food delivery aggregators require valid FSSAI details before onboarding bakery businesses.
An FSSAI License demonstrates commitment to food quality and safety standards.
Licensed bakeries can easily expand into wholesale supply, franchise operations, and interstate sales.
Don't let compliance issues delay your bakery business growth. Whether you operate a home bakery, commercial bakery, cake shop, cloud kitchen, or wholesale bakery, obtaining an FSSAI License is essential for legally manufacturing and selling bakery products in India.
At PSR Compliance, we simplify the entire process for you—ensuring fast approvals, accurate documentation, and complete peace of mind.
