In a welcome move for manufacturers, importers, and brand owners involved in battery production and distribution, the Ministry of Environment, Forest and Climate Change (MoEF&CC) has officially extended the deadline for submitting the annual return under the Battery Waste Management Rules, 2022. Originally due by 30th June 2025, the filing deadline has now been pushed to 30th September 2025.
This extension offers much-needed time for producers to comply with their Extended Producer Responsibility (EPR) under the 2022 regulations.
The Battery Waste Management Rules were notified by the Government of India in August 2022 to ensure responsible disposal and recycling of batteries. These rules apply to all types of batteries—portable, automotive, industrial, and electric vehicle batteries.
Under the rules, producers, recyclers, refurbishers, and other stakeholders are required to manage battery waste through collection, recycling, and submission of reports to ensure environmental safety.
One of the key compliance requirements under these rules is the submission of Form 3—an Annual Return that must be filed by:
Producers (manufacturers or importers of batteries)
Recyclers
Refurbishers
Bulk consumers and other entities covered under the EPR framework
The Form 3 return outlines the total number and types of batteries placed in the market, collected, recycled, or refurbished in a financial year.
In its recent notification dated 16 July 2025, the Ministry has officially granted an extension for filing the Annual Return for the financial year 2024–25. The new due date is now:
30th September 2025 (instead of the earlier deadline of 30th June 2025)
This means that all covered entities now have an additional three months to compile, verify, and submit their data in compliance with the Battery Waste Management Rules.
This update benefits a wide range of entities including:
Battery manufacturers and importers
Electric vehicle (EV) battery producers
Portable battery suppliers
Refurbishing and recycling units
Bulk consumers of batteries
The extension provides breathing room for companies that are still adjusting to the evolving compliance structure under the 2022 rules.
Compliance and the Role of Extended Producer Responsibility (EPR) EPR is at the heart of India’s environmental compliance framework. It ensures that producers are held accountable for the environmental impact of their products even after the point of sale.
With this new deadline, companies have more time to meet their obligations without risking penalties or non-compliance issues.
